Importance of Out-of-School Programs for "At-Risk" Youth:
Urban youth are increasingly finding themselves in a changed landscape where social and economic circumstances are working against their success in school endeavors and, more generally, in life’s pursuits.
(Riggs & Greenberg, 2004)

It is estimated that twelve million youth in the United States will need assistance to avoid the ever-increasing negative social and economic factors associated with at-risk environments.
(Benson, 2006)

Furthermore, many young teenagers in America are currently released from school before 2:00 p.m., which leaves additional unsupervised time to do as they please.
(Shann, 2001)
